CARM Release 2 - Delayed to January 2023

The CBSA Assessment and Revenue Management (CARM) project successfully launched its first two releases in January 2021 (Release 0) and May 2021 (Release 1).  These releases represented the foundation on which the third release (Release 2) was being built.  It should be noted that Release 2 is the largest, most complex CARM release and requires careful consideration for its implementation. 

The Canada Border Services Agency (CBSA) has recently communicated that they are aware of the significant investment that Release 2 represents for the industry, as well as the impact that COVID-19 has had on many businesses. With the goal of shared success and in consideration of other pressures surrounding Release 2, the CBSA will continue to carefully review the appropriate timing for the implementation of Release 2. With that said, the CBSA has announced that they do not intend to proceed with the implementation of CARM Release 2 any time prior to January 2023.  

The CBSA will continue to consult with trade chain partners and communicate information via working groups and the CARM website.  

In the meantime, the CBSA has expressed that they are exploring opportunities to de-risk and facilitate the adoption of CARM at Release 2, which may include a CARM Experience Simulation (CES) or pilot with volunteers from the trade chain partner community in a non-production environment. More information will be shared on this as it becomes available. 

All importers must continue to meet the obligations under Release 1 by registering for the CARM Client Portal and delegating authority to their service providers.
